The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: positive announcements are released from multiple capitals. Significant resources is devoted on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from Russian territory, a capability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense thundered: multiple launches targeted at a incoming threat. This was a advanced protection mechanism at work, most likely provided by Western nations. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly gives way to resigned acknowledgment: possibly the incoming missile won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon engaged a drone close by, part of a defensive team – almost certainly Western-made equipment. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and heating outages in many homes as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to replace in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This pattern will, no doubt, endure.

Strategic Calculations

It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership operates on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is impossible to force Russia to surrender the land that it already controls in Ukraine's south or east.

The problem is that while accepting these circumstances, American administration does minimal to deter Moscow, through statements or actions, from thinking that the status quo will not change more in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but avoiding a total frontline collapse until circumstances change in its benefit.

Current Realities

Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their task will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
